This video demonstrates how to setup Views 2 exposed filters as a block.

In Views 1, this was commonly achieved with the Views Filter Block module, by Doug Green, also of CivicActions. However Earl "merlinofchaos" Miles has now included this feature in Drupal core Views itself.

I believe you're referring to Admin menu module.  You may also be referring to Admin hover module.  I suggest you take a look at Admin module too, which is a newcomer...
